Bruce Ratner is the developer of the Atlantic Yards project, which aims erect a basketball arena and 16 high-rise buildings in Prospect Heights, Brooklyn. Only he doesn’t have the money to build the whole project, so it’s likely to be the arena and many acres of parking lots for the foreseeable future.
The shelter lies in the footprint of the planned project.
